How much does paving installation cost? A breakdown of price components

Price per square metre, materials, base and extras — we explain what makes up the final price and how to save without sacrificing quality.

The most common question we get by phone is: 'How much does paving installation cost per square metre?' Unfortunately there is no simple single number, because the final price depends on five different factors. In this article we go through all price components, give average indicative prices for South Estonia and explain where you can reasonably save and where you cannot.

What does the price include? Six components

1. Materials (paving stones + edge stones)

Materials usually make up 35–50% of the total project price. Concrete block is the most affordable (€35–60/m² installed), while clay pavers and granite are more expensive (€70–120/m²). Edge stones must be calculated separately — the running-metre price is €8–15 depending on material and height.

2. Base (crushed stone, geotextile, drainage)

The base is the easiest place to 'cut corners' and the most expensive to fix later. With a proper base (25–30 cm of crushed stone + geotextile + compaction) the installation work costs €25–40/m² depending on soil conditions. If drainage pipes or soil replacement are needed, add €10–20/m².

3. Installation labour

The labour price class depends on the stone type and pattern. A simple concrete block in running bond is faster and cheaper (€12–18/m² pure laying), while herringbone patterns, honeycomb stones and special details take more time (€18–30/m²). The same applies to edge stones — a straight line is faster than a curved or stepped one.

4. Excavation and waste removal

If the site does not already have a prepared surface, excavation and topsoil removal must be budgeted. On average this is €8–15/m² depending on distance to the landfill and soil type. Rock-hard soil often has a separate rate.

5. Transport

Transport of stone, crushed stone and sand depends on the distance from the supplier. In South Estonia this is usually €100–250 per site. In more distant counties or islands the price may rise. Some firms include transport in the per-square-metre price, others add it as a separate line.

6. Extras (steps, walkways, drainage)

If the plan includes steps, ramps, drainage pits or custom-cut stones, these are added as separate lines. Usually calculated as hourly work (€45–65/hour) or on a project basis.

Indicative prices in South Estonia 2025

  • Simple concrete block installation (driveway, good soil): €55–75/m²
  • Mid-range concrete block + herringbone + drainage: €75–100/m²
  • Clay or granite block on a representative area: €110–160/m²
  • Terrace (40 mm stone, lower load): €45–65/m²
  • Large job (over 300 m²) — prices down ~10% due to volume discounts

Where can you save and where not?

A sensible place to save is material choice — concrete block looks very good and lasts 25+ years. You can also save if the surface is already levelled or if the client does the excavation and removal themselves.

  • Do not save on the base — every shortened centimetre will cost dearly 3 years later
  • Do not choose too thin a stone for the driveway — 60 mm is the minimum, 80 mm is insurance
  • Do not skip edge stones — without them the surface 'flows' outward within 2 years
  • Do not trust an offer that is too cheap — if the price is below €40/m², something is wrong
The cheapest quote can be the most expensive final result. Better concrete block on a good base lasts longer than cheap granite on a poor base.

How to get an accurate quote?

For an accurate price the builder must see the site — photos and maps do not show soil conditions. A good quote includes a detailed description, the thickness of each layer, the type and quantity of materials, warranty conditions and a payment schedule. If you are offered only a single number with no description, it is more of a quote draft.
